Project boundary determination Power grid transmission and distribution system and user power supply and distribution system Equipment replacement category: the boundary is the equipment body; installation or management category: the same voltage level, not exceeding the previous level substation bus. List the affected equipment, including geographical location, commissioning status and energy consumption parameters.
Setting the base period and reporting period Reflecting the typical operating conditions of the system Satisfying the maximum/minimum load conditions, it is recommended to set it to one year. Select representative dates, such as high load in summer and low load in winter.

Background of standard formulation and technical evolution

Background:With the expansion of power grid scale and adjustment of energy structure, the demand for energy conservation is becoming increasingly urgent. This standard aims to unify measurement methods and technical requirements to ensure data reliability.

Evolution:From GB/T28750-2012 to GB/T32823-2016, the requirements for power grid characteristic analysis and load fluctuation adaptability are supplemented.

Technical requirements for measurement and verification

  • Equipment selection:Online monitoring equipment is preferred, and parameters include voltage, current, power factor, etc.
  • Data collection:Electricity data should be collected at least once a day during the base period and the reporting period, and load data should be collected at least once an hour.

Uncertainty analysis and evaluation

Use Class A (reading fluctuation) and Class B (instrument accuracy) methods to evaluate standard uncertainty in accordance with JJ F1059.1-2012.

Implementation suggestions

  1. Preliminary preparation:Clearly define the project boundaries and time frame, and select appropriate measurement methods.
  2. Equipment calibration:Ensure that the test instrument meets the requirements of GB/T17167-2006.
  3. Data Analysis:Establish a base period loss model and calculate savings by comparing the reporting period data.
  4. Documentation:Write a detailed report, including uncertainty analysis and calibration value adjustment instructions.
