Introduction

GB/T 34298—2017 Interpretation of the Standard for Snowstorm Weather Grades

1. Background and significance of the standard

Snowstorms are disastrous weather caused by snowfall and strong winds, which seriously affect people's production and life, can cause large economic losses, and will also have adverse effects on the ecology and environment. The purpose of formulating the standard for snowstorm weather grades is to provide a scientific basis for preventing the harm caused by snowstorms to human activities such as transportation and production, and to provide guidance for government departments to initiate disaster emergency plans.


2. Overview of technical content of the standard

This standard specifies the snowstorm weather grades and classification methods, and is applicable to the classification of snowstorm weather grades by meteorology and related industries. The standard mainly includes the following contents:

  • Defines the concept of snowstorm;
  • Divides snowstorm into four levels according to the Snowstorm Weather Index (SWI): mild, moderate, strong and very strong;
  • Clarifies the calculation method of the Snowstorm Weather Index and its influencing factors.

1 Mild Snowstorm 0.8 ≤ SWI < 1.6 May cause traffic congestion; frequent traffic accidents; affect people's normal activities
2 Moderate Snowstorm 1.6 ≤ SWI < 2.5 Transportation may be obstructed; the normal operation of power and communication lines will be affected; and people's normal activities will be seriously affected.
3 Heavy Snowstorm 2.5 ≤ SWI < 4.8 Transportation, railways, and civil aviation will be interrupted; the normal operation of power and communication lines will be seriously affected; people may be missing or injured; houses may collapse; trees may break branches.
4 Extremely Severe Snowstorm 4.8 ≤ SWI ≤ 30.0 Transportation, railways, and civil aviation will be interrupted; it is easy to cause power and communication line interruptions; it is very likely to cause missing persons or casualties; it is very likely to cause house collapse; it is very likely to cause tree branches to break or fall to the ground

3. Calculation method of blizzard weather index (SWI)

The calculation method of blizzard weather index (SWI) is shown in formula (1):

$$ SWI=0.58 \times \frac{R}{2.5} + 0.59 \times \frac{W}{13.9} + 0.79 \times VIS $$ Where:
  • SWI blizzard weather index;
  • R daily snowfall, in millimeters (mm)
  • W daily maximum wind speed, in meters per second (m/s)
  • VIS Daily minimum visibility, in kilometers (km)

4. Implementation suggestions

In order to better apply this standard, the following implementation suggestions are proposed:

  1. Establish a monitoring network:Improve the network of meteorological observation stations to ensure accurate measurement of snowfall, wind speed and visibility.
  2. Develop emergency plans:Develop corresponding emergency response measures according to different levels of blizzard weather.
  3. Strengthen public education:Popularize the hazards and protection knowledge of blizzard weather to the public through various channels.
  4. Carry out scientific research cooperation:Encourage universities and scientific research institutions to participate in the improvement of standards and technological innovation.
