Introduction

Analysis of the core content of the standard

ChaptersCore requirementsTechnical points
4. Staff qualificationsTwo-person operation/special operation certificateMust have electrical/high-altitude operation qualifications
5. Protective equipmentMandatory to be equipped with 9 types of basic equipmentFalling suspension safety belts must comply with the GB6095 impact test
8.3 Weather restrictionsWind speed classification controlNo climbing at 15m/s/No cabin work at 18m/s

Key technical specifications

High-altitude work protection system

The standard constructs a "three-point two-system" fall prevention system: double safety rope + self-locking device + limit device, requiring the safety rope hanging point height to be no lower than the shoulder, and the buffer distance ≤1.8m. Typical cases show that the correct use of fall prevention equipment can reduce the high-altitude accident rate by 72%.

Electrical safety operation

It is clear that live work must implement the "three tickets and three systems", transformer maintenance must first be 20 minutes of discharge, and the electrical tester must pass the double verification procedure. Appendix A details the 7 major nodes of the safety chain, among which the twist cable switch and vibration switch constitute hardware redundant protection.

Standard Evolution Analysis

Compared with the 2008 version, the 2017 version mainly strengthens: ① Added the climbing aid usage specification (Chapter 8.4) ② Detailed extreme climate response process (9.1.3 Typhoon Level 4 Warning Measures) ③ Supplemented the high altitude disease rescue guide (Appendix E.11). These revisions reflect the industry's shift from "post-event disposal" to "active prevention".

Implementation suggestions

  1. Establish an electronic record of protective equipment for "one person, one file", and regularly conduct impact tests on fall suspension safety belts
  2. Develop a VR training system to simulate scenarios such as cabin fire escape (Clause 10.3.2)
  3. Equip wind farms with an altitude of >3000m with portable hyperbaric oxygen chambers (Appendix E requirements)

Typical application scenarios

Case: During the impeller locking operation of a 2MW unit, the operator strictly performed "double confirmation" in accordance with Clause 8.9.1: ① Wind speed <12m/s ② Mechanical lock pin is fully inserted and the tag is hung. This process successfully avoids lock pin disengagement accidents caused by gusts.
