1. Background and Significance of Standard Formulation

The software engineering field has long lacked a unified cost measurement standard, resulting in many uncertainties in project budgeting, bidding and cost management. The introduction of GB/T 36964—2018 fills this gap and provides a scientific basis for cost estimation, management and control of software development projects.
