1 General provisions

1.0.1 This code was formulated in order to standardize the technical principles of smart substation design, to make the design of substation meeting the relevant national policies and regulations, to achieve safety and reliability, advanced application, economy and rationality, energy conservation and environmental protection.
1.0.2 This code is applicable to the design of construction engineering of smart substation (switching station) with AC voltage of 110(66)kV~220kV.
1.0.3 Smart substations shall be featured by digitalization of information collection, networking of communication platforms, standardization of information sharing, integration of system functions, compact structural design, intelligence of high-voltage equipment, and visualization of operation status, etc.
1.0.4 Reliable, economical, integrated, energy-saving and environment-friendly technologies and equipment shall be adopted for the design of smart substations, meeting the requirements for industrial application which shall be easy to expand, upgrade, transform and maintain.
1.0.5 In addition to this code, the design of 110(66)kV~220kV smart substation shall meet the requirements of the current relevant standards of the nation.

2 Terms
2.0.1 substation automation system (SAS)

a system for operating, protecting, monitoring and controlling the primary system of the substation, it realizes the automation in the substation, including the smart electronic equipment and communication network facilities
2.0.2 condition-based monitoring of equipment

through sensors, computers, communication networks and other technologies to obtain various characteristic parameters of the reaction equipment under normal operation in time, and analysis and processing are carried out by using expert system software with a certain algorithm, so that the operation state and reliability of the equipment can be judged, and potential faults can be found as early as possible, thus assisting the state maintenance decision
