This standard, as the No. 78 Industry Standard issued by the General Administration of Customs in 2023, is formulated to meet the type verification requirements of hydrocarbon lubricants in import and export trade. Mainly applicable to:

  • Quality compliance verification of exported lubricant products
  • Oil type identification in trade disputes

The standard establishes a multi-method combined verification system for the first time:

  1. Differential scanning calorimetry (DSC) is introduced to detect the phase transition temperature of oil products
  2. The judgment threshold of infrared spectrum characteristic peak matching degree ≥90% is specified
  3. The difference index of carbon number distribution between synthetic oil and mineral oil is added

Typical case: In 2024, Qingdao Customs found through GC-MS testing that the actual carbon number distribution of a batch of imported goods declared as synthetic oil did not meet the PAO characteristics, and finally levied additional taxes of 1.27 million yuan.
