Introduction

Standard Background and Significance

QX/T 354-2016 is a mandatory standard for the meteorological industry. It responds to the requirements of the State Council's "Air Pollution Prevention and Control Action Plan" and establishes a quantitative evaluation system for the first time for air pollution and safety accidents caused by fireworks and firecrackers. After the implementation of the standard, the peak concentration of PM2.5 in Beijing and other cities has dropped by 23%-35%.

Analysis of core terms

Terms Definition Calculation basis
Meteorological Index for Fireworks and Firecrackers Discharge (WILF) A 0-4 level index for comprehensive evaluation of suitability for discharge max(safety, diffusion, pollution, precipitation index)
Grade of Air Pollution Meteorological Conditions (GPMC) Grade of Pollutant Diffusion Capacity QX/T 41-2006
Degree of Membership (MD) The probability that an indicator belongs to a specific level Fuzzy mathematics algorithm

Detailed explanation of level division and algorithm

Safety weather index calculation case

When the wind speed is 3.5m/s and the humidity is 25% in Beijing:
Wind speed membershipX1=1-(3.5/3.3)=0 (exceeding the threshold of 3.3m/s)
Humidity membershipX2=1-(25-30)/30=0.83
Safety indexY1=Level 3 (A=X1×X2=0)

Index correlation

Index type Key parameters Threshold range
Diffusion meteorological index GPMC level Level 1 (excellent)~Level 5 (extremely poor)
Pollution meteorological index AQI value 0-50 (excellent)~300+ (severe pollution)
Precipitation meteorological index Precipitation (mm) 0~50+

Implementation recommendations

  1. Local adaptation: Wind speed/humidity thresholds need to be adjusted according to regional climate characteristics
  2. Multi-source data fusion: Combined with real-time data from air quality monitoring stations
  3. Warning linkage: When WILF≥Level 3, the emergency response mechanism is activated
