As my country's first industry specification for the application of the BeiDou satellite navigation system in meteorology, this standard fills a gap in standards for meteorological data transmission in emergency communications scenarios. With the widespread adoption of BeiDou meteorological communication terminals, this standard provides a disaster-resistant communication solution for meteorological observation networks.

5.1 Data Packetization Technology

The 106-byte length limit of BeiDou short messages has spawned an innovative packetization solution:

Example: A Z file (1166 bytes) needs to be split into 12 data packets for transmission. The first packet contains:

  • 4-byte protocol header (including the QS start character and terminal status identifier)
  • 2-byte data type flag (e.g., 0x1000 indicates ground station data)
  • 99-byte payload (file name length + file name + partial data)
  • 1-byte XOR checksum

Key Technology Implementation

6.2 Intelligent Retransmission Mechanism

Data integrity is ensured through three levels of assurance:

  1. The first and last packets are actively retransmitted at a 2-minute interval (up to 2 times)
  2. A broadcast instruction is triggered when an intermediate packet is lost (format example: 020006030AA1)
  3. Upon receiving the instruction, the sender initiates directional retransmission (up to 3 times)
