本规范适用于交流电网或电池供电的、额定输出电压不高于10kV的指针式指标和数字式指标的绝缘电阻测试仪，以及安全性能综合测试仪和耐压绝缘测试仪的绝缘电阻部分。
本规范不适用于高绝缘电阻测试仪（高阻计）。
