《GB/T 21580-2008危险品 小型燃烧试验方法》由TC251（全国危险化学品管理标准化技术委员会）归口，主管部门为国家标准化管理委员会。
本标准为首次发布。本标准规定了危险品中爆炸性分类定级所需试验方法的设备、材料、试验步骤及试验报告。 本标准不适用于对下述货物危险性的试验：
―――军用爆炸品的危险性；
―――在生产过程中的爆炸品的危险性；
―――无包装的爆炸物质在运输中的危险性；
―――因受静电或电磁场的影响所造成的危险性；
―――因操作不当或违章操作所引起的危险性；
―――其他非正常运输条件下的特殊危险性。 本标准对应于联合国《关于危险货物运输的建议书　规章范本》和联合国《关于危险货物运输的建议书　试验和标准手册》，与其一致性程度为非等效。其有关技术内容与上述手册完全一致，在标准文本格式上按ＧＢ／Ｔ１．１―２０００做了编辑性修改。

Scope

1.1 This standard specifies the equipment and materials, test procedures and test reports for the test methods required for the classification and grading of explosives in dangerous goods. 1.2 This standard does not apply to tests on the hazards of the following goods: ——the hazards of military explosives; ——the hazards of explosives during production; ——the hazards of unpackaged explosives during transportation ; - Hazards caused by the influence of static electricity or electromagnetic field; - Hazards caused by improper operation or illegal operation; - Special dangers under other abnormal transport conditions.
