《GB/T 22003-2008食品安全管理体系 审核与认证机构要求》由TC313（全国食品质量控制与管理标准化技术委员会）归口，主管部门为国家市场监督管理总局(食品生产司)。
本标准等同采用ISO/TS 22003:2007《食品安全管理体系 审核与认证机构要求》。
本标准与ISO/TS 22003:2007相比，做了删除其中“ISO前言”的编辑性修改。
本标准供实施食品安全管理体系审核与认证的机构使用，本标准对从事食品安全管理体系审核与认证的机构提出了通用要求。本标准将这类机构称为认证机构，此种表述并不限制那些具有其他名称但也从事本标准范围内各项活动的机构使用本标准。实际上，本标准适用于任何从事食品安全管理体系评价的机构。
本标准
――规定了对依据GB/T 22000-2006（或其他特定食品安全管理体系）要求建立的食品安全管理体系实施审核和认证的规则；
――向顾客提供关于其供方获得认证的方式的必要信息和信任。
食品安全管理体系认证是第三方合格评定活动。因此，实施这种活动的机构是第三方合格评定机构。
食品安全管理体系认证并不证明食品链中组织的产品的安全性或适宜性。然而，GB/T 22000-2006要求组织通过其管理体系的实施满足所有适用的与食品安全相关的法律法规要求。
需要强调的是，基于GB/T 22000-2006的食品安全管理体系认证是管理体系认证，而不是产品认证。
其他食品安全管理体系的使用者，在对本标准的要求进行必要调整的情况下可以使用本标准的概念和要求。

Scope

This standard - specifies the rules for the audit and certification of the food safety management system established in accordance with the requirements of GB/T 22000-2006 (or other specific food safety management systems). — provide customers with the necessary information and confidence in the manner in which their suppliers have been certified. Food safety management system certification (this standard is referred to as "certification") is a third-party conformity assessment activity (see GB/T 27000-2006DE 5.5). Therefore, the body carrying out such activities is a third-party conformity assessment body (this standard is referred to as "certification body"). Food safety management system certification does not attest to the safety or suitability of an organization's products in the food chain. However, GB/T 22000-2006 requires an organization to meet all applicable legal and regulatory requirements related to food safety through the implementation of its management system. It should be emphasized that the food safety management system certification based on GB/T 22000-2006 is a management system certification, not a certification. Users of other food safety management systems may use the concepts and requirements of this standard with necessary adjustments to the requirements of this standard.
