Analysis of core changes in GB/T 5031-2019 standard
This standard replaces the 2008 version, adds three new terms such as fixed tower crane and climbing support device, modifies the model classification method, strengthens the technical requirements for climbing devices, and deletes the reliability test clauses. The main technical changes are reflected in:

Key performance parameter requirements
Independent lifting height: The maximum vertical distance between the hook support surface and the reference plane in the no-load state. The boom-luffing tower crane needs to distinguish between the maximum/minimum amplitude conditions. Measurement error requirements:
- Maximum amplitude error ≤±2%
- Minimum amplitude error ≤±10%
- Vertical deviation ≤0.4% (independent state)
The rated lifting moment classification of a typical topless tower crane is shown in Table 1. For those above 630t·m, the actual lifting capacity needs to be calculated.
Innovation requirements for safety devices
The 2019 version adds mandatory inspections for the anti-slip function of the climbing device (5.6.11) and the boom amplitude range limiting device (Appendix D.6):
- The anti-slip device must remain locked when the hydraulic cylinder is accidentally stuck
- The amplitude limiting device must verify the reverse thrust at the maximum elevation angle of the boom
- Group tower operations must be equipped with a working space limiter (Appendix B)
Material and welding process control
The main load-bearing components are made of killed steel, and the welding joint type must comply with GB/T 985.1/985.2:

Implementation suggestions
Manufacturing process: Focus on controlling the interchangeability of standard sections (main limb step difference ≤2mm) and high-strength bolt connections (contact surface ≥70%).
Usage management:
- Establish a review system for attachment spacing calculations
- Check track straightness monthly (gauge error ≤ 0.1%)
- Anemometers must be calibrated regularly (>20m/s triggers an alarm)
